Hey, my friend says it is based on the idea that people misread it as "police notice". They started life as No Parking Signs but Brits misunderstood what they were for and put the phrase everywhere.
Kel D: Super explanation, I had not yet heard that background... It definitely makes more sense than my skewed version that they're just ridiculously polite. ;-)
